This riddle was recently asked of 70-year-old Lynn resident Bob Flynn. The enigmatic answer? Whenever your city government starts demanding money from you for your failure to shovel it. The city sent Flynn multiple fines for not clearing the imaginary sidewalk. They then attempted to defend their actions by demanding that Bob Flynn think of the children, and claiming the homeowner has a legal responsibility to carve a path for the hapless tykes on this nonexistent walkway.
Lynn's Assistant Parking Director Bob Stilian told WHDH, “All they are looking for is a barrier to protect the children so they aren't walking out in the street.”
The City of Lynn backed down after WHDH covered the situation.
This technique of imagining people are breaking the law and then fining them seems like a promising new tactic in the revenue generation game of modern policing.
